The objective of the project is rehabilitation of the Jackson Street and Griffith Street Combined Sewer Discharges (CSDs) and the decommissioning of the Pierce Street CSD. The project also includes the installation of backflow preventers at the Jackson Street and Griffith Street CSDs. The work is to be performed in San Francisco, California. The Engineer's estimate is between $4,000,000 to $5,000,000. The Contract will be awarded to the responsible Bidder submitting the lowest responsive bid.
Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 14.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 14.00% LBE Subcontracting Participation Requirement. The LBE Subcontracting participation requirement is 14% due to both a degree of specialty work and the fabrication and purchase of specific equipment. Specialty work includes application of anti-corrosion coating on all ferrous surfaces in confined space and fabrication and installing of longitudinal check valves in confined space. Subcontracting opportunities may include, but not limited, to the following major types of work: C-31 Construction Zone Traffic Control, Waterblasting and Demolition work, Bulkhead Construction, Construction of Baffle Walls, Concrete Patch Repairs and Dowelling and Steel Reinforcing work.
Interested Bidders are encouraged to attend a pre-bid and contractor networking conference to be held at 525 Golden Gate Ave., 2nd Floor O’Shaughnessey A Conference Room, at 10:00 A.M.-12:00 P.M. on 3/3/2020. Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code
