The Application evaluation and selection process has completed. The apparent selected Contractors are Harty Pipelines Inc. and Precision Engineering, Inc.
The City and County of San Francisco, through the SFPUC, seeks responses to a Request for Qualifications (“RFQ”) from certified General Engineering Contractors (“A” License) interested in performing sewer pipeline work in various locations in the San Francisco, California.
The objective of the project is to provide as-needed replacement of sections of existing sewer pipelines on short notice at locations to be determined within the City and County of San Francisco.
The work will be performed on an “if-and-as-needed” basis in accordance with San Francisco Administrative Code (“Administrative Code”) Section 6.64(b). SFPUC seeks to qualify up to three (3) contractors, who can demonstrate experience, expertise and quality of work, to be awarded master agreements for a term of up to 2 years and not to exceed amount of up to $2,000,000 for each agreement (“Master Agreement”). The Contract Term may be extended to add one year, totaling 3 years to complete the work of issued Contract Service Orders (“CSOs”), but no new CSOs will be issued after the first 2 years. Additionally, the cumulative modifications to each Master Agreement shall not exceed 150% of the Maximum Contract Amount. Contractors awarded a Master Agreement will be invited to submit a competitive quotation on Quote Request Packages (“QRPs”), which will be released when work is available. The SFPUC anticipates issuing CSOs to the responsive Contractor providing the lowest Quote in response to QRPs. There is no guarantee that a Contractor who has been awarded a Master Agreement will be awarded any CSOs.
Bid discounts and rating bonuses may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement will be 8% for each Master Agreement. ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 8%.
