The San Francisco Public Utilities Commission (SFPUC), a department of the City and County of San Francisco (the “City”), seeks to retain the services of a Design-Builder to provide design-build services for Contact No. DB-128R - Bay Corridor Transmission and Distribution – Phase I (the “Project”) located in San Francisco, California.  Design-build services may include, but are not limited to, engineering, design, pre-construction planning, permitting, procurement of materials and equipment, construction/installation, and testing of electrical duct banks and conductors; sewer force main; gravity sewer pipe; cured-in-place liner; and water distribution pipe.

Design scope consists of two main elements: (1) electrical duct banks, cables, conductors; and (2) sewer force mains, gravity sewer pipe, cured-in-place sewer pipeline liner, water distribution and appurtenances, roadway and sidewalk improvements in public rights-of-way.  

Construction scope consists of all work associated with installing the electrical duct banks, cables/conductors, sewer force main, gravity sewer pipe, cured-in-place sewer pipeline liner, water distribution pipe, and all associated appurtenances in San Francisco and required restoration and improvements to public rights-of-way in accordance with San Francisco Public Works regulations and City Ordinances. 

Electrical work consists of installing approximately 0.6 miles of underground duct bank and associated appurtenances. 

All other required work in relation to Force Main, Gravity Sewer Pipe Rehabilitation, and Replacement and Water Distribution Pipe is described in the RFQ.

Whether a Candidate has such qualifications will be determined through the evaluation process described in Section 4.0 of the RFQ. Candidates chosen through this process will be notified of their eligibility to submit a bid in response to the Request for Bids (RFB) for necessary design-build services in conjunction with the Project. The requirements contained in this RFQ are subject to change and will be reflected in the RFB.

The SFPUC will select a Design-Builder upon the following two-step process: (1) this RFQ, by which the SFPUC seeks Candidates who meet the qualification criteria as set forth in the RFQ and whom the SFPUC will then invite to participate in step (2) RFB.

A written request for information will be considered timely only if the SFPUC receives it (designated for and delivered to Michael Hirai or sent to prequal@sfwater.org) no later than September 28, 2016 with the exception of inquiries pertaining to requirements of the Contract Monitoring Division or the City’s contracting requirements).
