The objective of the project is to create a 3,100 sq. ft tenant improvement in an existing warehouse. The site is located in the SFPUC City Distribution Division’s corporation yard at 1990 Newcomb Avenue in San Francisco, CA. The existing office space will be modified. Work includes partitions, cabinetry, restrooms, new flooring, new ceilings, new mechanical, plumbing modifications, new electrical, hazardous material remediation, fire suppression systems, and exterior ADA parking, ramp, and railing. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid.
A Class “B” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 20.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 20.00% LBE Subcontracting Participation Requirement. Please contact Linda Rainaldi at (415) 754-3227 for further information.

Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement.
A site inspection will be held at 1990 Newcomb Avenue, San Francisco, CA 94124 at 11:00 A.M. on April 1, 2021. All attendees will be subjected to an onsite health screening and required to supply their own construction safety as well as COVID-19 personal protection equipment.
SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information.
The San Francisco Public Utilities Commission authorized the Water System Improvement Program Project Labor Agreement (“WSIP PLA”) on March 27, 2007 and the Second Addendum to the WSIP PLA on July 23, 2019 (collectively referred to as the “PLA”). This Project is covered by the PLA. A copy of the PLA documents are included as Section 00 73 18.20 in the contract documents.
