The objective of the project is to complete construction of ACWC and its surrounding appurtenances. The work is to be performed in Alameda, California. The Contract will be awarded to the lowest responsible and responsive bidder.
This project requires bidder pre-qualification by the SFPUC. Only prime contractors who have successfully completed the pre-qualification process for the Contract No. WD-2794B - Sunol Long Term Improvements Alameda Creek Watershed Center Project, and listed at https://www.sfwater.org/bids/DocList.aspx?bidid=3193 on the date bids are due, will be allowed to submit bids for this contract. Subcontracting work listed in the following item(s) [Bid Item 27 – Exhibits and Museum Fabrications / Specification Section 01 20 00 – Article 3.01] will require only subcontractors that have successfully completed the pre-qualification process, which are listed at https://sfwater.org/bids/DocList.aspx?bidid=3163.
A Class “B” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 11.00% and BOTH SF Micro and Small LBEs and SFPUC-LBES may be utilized to meet the LBE Subcontracting Participation Requirement. The prime and subcontractors need to have experience working on similar types of facilities which include construction of complex, multiuse facilities to help better ensure scheduling and high-quality work requirements are met. Contractors with experience in museum exhibit fabrication, aquarium fabrication, and furnishing/installing specially manufactured items is also required. Subcontracting opportunities may include, but are not limited, to the following major types of work: earthwork, paving, trucking and hauling, pipeline construction, pipeline appurtenances, general and architectural concrete work, reinforcing steel, paving, electrical, carpentry, plumbing, waterproofing, exhibit fabrication, aquarium and floor covering. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.

Interested bidders are encouraged to attend a pre-bid and contractor networking conference. Prime bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. A site inspection will be held at the Sunol Water Temple, 505 Paloma Way, Sunol, CA immediately following the pre-bid and contractor networking conference on September 17, 2019.
