Project Description
A Job Order Contract is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing task orders to the successful contractor during the two (2) year term of the contract.

A California General Engineering Class “A” Contractors License is required to bid. In addition to an “A” License, the prime bidder must have successfully completed work on at least five (5) public works projects within the past five (5) years, each project with a minimum construction value of $500,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. The work may be performed in San Francisco, San Mateo, Santa Clara and Alameda Counties.
As per Administrative Code Chapter 14B, bid discounts may be applied. The Local Business Enterprise (LBE) subcontracting participation requirement is set at 15.00%. The requirement is less than 20% because of the specialized scopes such as well-drilling (requiring a C-57 license), pipeline contractor (requiring a C-34 license), and specialty equipment and proprietary systems (i.e. System Integrator, Lenel Systems, and Boon Edam) that may require factory trained subcontractors. Only Contract Monitoring Division (CMD) certified San Francisco Small and/or Micro-LBEs can be utilized to meet this requirement. PUC-LBEs cannot be utilized to meet the 15% LBE subcontracting Participation Requirement. For a bidder to receive credit toward the LBE Subcontracting Participation Requirement, a listed LBE subcontractor must be CMD certified in the scopes of work/trade(s) specified on Document 00435. The Maximum Contract Amount is not to exceed $5,000,000.00 with an option to increase in the amount of $2,500,000.00, for a total potential Maximum Contract Amount of $7,500,000.00. The cumulative value of task orders will not exceed the Maximum Contract Amount. The City does not guarantee the contractor will receive this volume of work. The Minimum Contract Amount is $50,000.00. The contractor will receive the opportunity to perform task orders totaling at least $50,000.00 during the contract term.
