The materials below presented provide background information regarding the current physical setting of the city and the elements that comprise the sewer system. They also describe and present the predictions of future sewage flows and pollutant loads, and summarize the environmental description and current regulatory requirements and attempt to predict how these regulations may change.

  • Eight Technical Memoranda (TMs) that include a summary of existing regulations and future regulatory considerations:
    • TM 401 [PDF] on air quality regulations
    • TM 402 [PDF] describing the federal, state and regional wastewater discharge regulations that apply to the City’s facilities and are reflected in the National Pollution Discharge Elimination System (NPDES) permits.
    • TM 403 [PDF] providing a review of the regulatory trends, pollutants of concern and other concerns on the horizon that could affect the master planning process.
    • TM 404 [PDF] intended to identify the water quality and impairment issues of Bay and Ocean waters near the discharge locations of San Francisco’s wastewater treatment facilities. The purpose is to identify the pollutants that may be of concern in the near or long term future with regards to receiving waters.
