Project Description
The objective of the project is to improve reliability of the pump station to meet regulatory requirements by providing back-up power, back-up mechanical equipment, and ventilation improvements. The work is to be performed in San Francisco, California.

This Contract requires Bidder to successfully complete a pre-qualification process issued by the SFPUC prior to submitting a bid. SFPUC will only consider bids from Contractors who have successfully completed the prequalification process for the applicable category of work, as posted at The applicable pre-qualification category for this Contract is RFQ for Selected Wastewater Pump Stations, WW-645R & WW-685R. A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.

There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 15.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to  meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 15.00% LBE Subcontracting Participation Requirement. The 15% requirement has been established in consideration of the project scope of work, which involves furnishing and installation of specialized mechanical and electrical equipment. Technically qualified installers shall be prepared to work in project work areas within the existing operational wastewater pump station facility that are electrically classified areas and known hazardous working environments. Subcontracting opportunities may include, but not limited, to the following major types of work: Class A general engineering, C-8 concrete, C-50 reinforcing steel, C-51 structural steel, C-12 earthwork and paving, shoring/bracing/underpinning, C-34 pipeline, C-10 electrical, C-20 HVAC, C-36 plumbing, C-39 roofing, C-9 drywall, C-15 floor covering, C-61 limited specialty contractor specializing in D-28 doors, C-16 fire protection, scaffolding, C-27 landscape, C-31 construction traffic control, C-2 insulation/acoustical, C-33 painting/waterproofing, C-46 solar, hazardous materials, and trucking/hauling. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.

Interested Bidders are encouraged to attend by remote means a teleconference pre-bid and contractor networking conference to be held on September 15, 2020 at 10:00 A.M. Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in a teleconference pre-bid meeting will satisfy this requirement.

The site inspection job walk will be held for interested parties and are instructed to gather at Westside Pump Station, North Courtyard, 2814, at 9:00 A.M. on Wednesday, September 16, 2020. At the pre-bid conference, the City will request interested parties to indicate their interest in  the site inspection job walk and provide estimate of attendees.  It is requested interested parties consider limiting participation for review of internal spaces of the pump station to ensure safe distancing practices. Interested parties are required to provide their own Personal Protective Equipment (PPE), including hard hat, safety vest, appropriate footwear for an industrial setting, dust mask or cloth facial covering and latex or rubber gloves. Interested parties will be pre-screened at the meeting location for flu-like symptoms, prior to escorted admittance to the site by City Representative.

Funding for this project may be provided in full or in part through an agreement with the State Water Resources Control Board. California’s Clean Water State Revolving Fund is capitalized through a variety of funding sources, including grants from the United States Environmental Protection Agency and state bond proceeds.
