The objective of the project is to rehabilitate the combined sewer discharge concrete structures at Sansome Street, 5th Street, 6th Street North, and Division Street. The scope of construction includes various concrete repair work and installation of backflow preventer systems to stop the bay water from entering the collection system. The work is to be performed in San Francisco, California. The Contract will be awarded to the lowest responsible and responsive bidder.
Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 6.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 6.00% LBE Subcontracting Participation Requirement. The project scope of work limits LBE participation because the majority of work requires a degree of specialty work and the fabrication
and purchase of specific equipment. Specialty work includes overhead solids epoxy application in confined space, application of geopolymer liner application in confined space and fabrication and installing of longitudinal check valves in confined space. The Department did conduct Good Faith Outreach to the LBE community and found only one LBE to be certified in one area of specialty work and received no positive to response to other areas of specialty work. Subcontracting opportunities may include, but not limited, to the following major types of work: C-31 Construction Zone Traffic Control, D-6 Concrete Related Services, Waterblasting and Demolition work, Bulkhead Construction, Construction of Baffle Walls, Concrete Patch Repairs and Dowelling and Steel Reinforcing work.
