The San Francisco Public Utilities Commission (“SFPUC”), a department of the City and County of San Francisco (“the “City”), seeks to retain the services of a Design-Builder (“DB”) to provide design and construction services for the Bay Corridor Transmission and Distribution (“BCTD”) – Phase 1 (“P1”) Project (“BCTD P1 Project” or “Project”) located in San Francisco, CA. Design-Build services will include, but are not limited to, providing design, engineering, permitting, procurement of labor, materials procurement, construction, delivery, installation, and testing of: (1) Scope I: New underground electrical utilities, (2) Scope II: Underground wastewater pipeline replacement and/or rehabilitation, and (3) Scope III: Roadway and sidewalk re-paving, upgrade and/or restoration. The SFPUC at its discretion may also call upon the selected Design-Builder to provide other related specialized services at the discretion of the SFPUC.

Design scope consists of two main elements: (1) electrical duct banks, cables, conductors; and (2) sewer force mains, gravity sewer pipe, cured-in-place sewer pipeline liner, water distribution and appurtenances, roadway and sidewalk improvements in public rights-of-way. 

Construction scope consists of all work associated with installing the electrical duct banks, cables/conductors, sewer force main, gravity sewer pipe, cured-in-place sewer pipeline liner, water distribution pipe, and all associated appurtenances in San Francisco and required restoration and improvements to public rights-of-way in accordance with San Francisco Public Works regulations and City Ordinances. 

Electrical work consists of installing approximately 0.6 miles of underground duct bank and associated appurtenances. 

All other required work in relation to Force Main, Gravity Sewer Pipe Rehabilitation, and Replacement and Water Distribution Pipe is described in the RFQ.

The City has pre-qualified the following entities through a Request for Qualifications Process:

·         Ranger Pipelines, Inc.

·         Shimmick Construction Company, Inc.

·         Mountain Cascade, Inc.

·         A&B Construction

·         The Team (BKF Engineers, DTN Engineers, Inc., Mitchell Engineering & W. Bradley Electric, Inc.)

Only these entities will be permitted to submit Proposals.
