The San Francisco Public Utilities Commission (SFPUC), a department of the City and County of San Francisco, seeks to retain the services of a qualified and experienced firm to assist the SFPUC, the U.S. Navy, and the Treasure Island Development Authority (TIDA) with the implementation of the ongoing requirements set by the State Water Resources Control Board (SWRCB) Water Quality Order No. 2013-0001-DWQ National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000004 Waste Discharge Requirements (WDRs) for Storm Water Discharges from Small Municipal Separate Storm Sewer Systems (MS4s) (General Permit), hereafter referred to as the 2013 MS4 General Permit.

The purpose of this work is to develop and implement a streamlined program to meet required permit milestones through a combination of regulatory review and planning, establishment of program priorities, adaptation of existing products and procedures for both City and County of San Francisco and Treasure Island settings, and other activities to improve the efficiency and effectiveness of the MS4 program.

09/02/16: Under the Section IX.2 of the RFP, the SFPUC reserves the right at any time to reject any or all proposals.  In this case, the SFPUC has determined that it is in the best interest of the City and County of San Francisco to reject all proposals.  The services will be performed under an existing contract.
