The San Francisco Public Utilities Commission (“SFPUC”) is issuing this Request for Qualifications (“RFQ”) in search of candidates who have the necessary qualifications as set forth in this RFQ to be pre-qualified to respond to the forthcoming Request for Proposals (“RFP”) to provide design-build services for Contract No. DB-127, Warnerville Substation Rehabilitation Project (“Project”) pursuant to Administrative Code Section 6.61(b). A “Candidate” is any entity responding to this RFQ.
The project consists of: replacing the three existing three phase autotransformers, with ratings of 150MVA, 75MVA and 75MVA, with two autotransformers rated at 300MVA each and replacement of all aged components of the substation, including, but not limited to, circuit breakers, disconnect switches, potential transformers, current transformers, transformer protection, relays, communications, yard grounding, fencing and grading by February 28, 2018.
Whether a Candidate has such qualifications will be determined through the evaluation process described in Section VI of this RFQ. Candidates chosen through this process (“Qualified Contractors”) will be notified of their eligibility to submit proposals for design-build services associated with the Project. Candidates responding to this RFQ do so with the understanding that the SFPUC does not guarantee the award of any contract or work as a result of pre-qualification.
The SFPUC seeks to pre-qualify candidates with an emphasis on demonstrated experience in the following areas: design and construction of high voltage (greater than 65kV) substation or switchyard renovation/rehabilitation.
