The San Francisco Public Utilities Commission (SFPUC) seeks to retain the services of a Conservation Bank or Banks approved by the U.S. Fish and Wildlife Service (USFWS) and the California Department of Fish and Wildlife (CDFW) to provide vernal pool ecosystem, California tiger salamander, and riparian conservation credits.
The credits are required to offset the potential impacts of the San Joaquin Pipeline System Eastern Segment Project to vernal pool fairy shrimp, vernal pool tadpole shrimp, California tiger salamander, and stream habitat. The combination of permanent and temporary impacts from the project to seasonal wetlands and grasslands requires the conservation of 6.5 acres of vernal pool ecosystem habitat, 128.8 acres of California tiger salamander habitat, and 432 feet (0.162 acres) of stream habitat. The USFWS requires the conservation credits for the California tiger salamander to be of the same distinct population segment as the impacts. The vernal pool ecosystem preservation credits shall cover impacts to both vernal pool fairy shrimp and vernal pool tadpole shrimp.
Proposers responding to this RFP must demonstrate existing or pending USFWS conservation or preservation bank approval and CDFW conservation or preservation bank approval.
The SFPUC anticipates awarding to the selected Proposer(s) an Agreement (or Agreements) for Purchase of Conservation Credits for a total amount not to exceed $1,100,000, inclusive of all reimbursable costs.

Lane Family Partnership will be recommended for award of contract for 3 acres of Vernal Pool Ecosystem Preservation (VPEP) credits, and Westervelt Ecological Services will be recommended for award of contract for 68.58 Acres of California Tiger Salamander (CTS) credits.
