SFPUC seeks a qualified supplier of meter data management, billing and customer care services for CleanPowerSF—the City’s Community Choice Aggregation (CCA) Program. CleanPowerSF will offer electricity generation services to retail electricity accounts within the City in phases. The initial phase is expected to include 40,000-150,000 accounts with subsequent phases offering service to as many as 375,000 retail electricity accounts in total.
The City’s goals in implementing CleanPowerSF are:
--to provide customers with a choice for their electricity supplies;
--to provide electricity supplies at rates that are competitive with Pacific Gas and Electric Company (PG&E) service and to stabilize electricity rates for City residents and businesses enrolled in the program;
--to reduce the City’s reliance on fossil fuels and reduce pollution and greenhouse gas (GHG) emissions associated with the electricity generation necessary to serve San Francisco’s residents and businesses; and
--to increase local green job opportunities.
The services requested in this RFP include comprehensive customer care, account management, billing, and data services, specifically: (1) management of CleanPowerSF customer accounts and billing; (2) exchange of customer usage, billing and payment data with PG&E; (3) responding to CleanPowerSF customer service calls; and (4) addressing CleanPowerSF customer service issues.
Proposers responding to this RFP must have proven expertise and extensive experience in the following:
--Managing a customer call center and care facilities; and
--Managing customer accounts and billing processes and transacting information via Electronic Data Interchange (EDI) protocol.
The Contract Monitoring Division (CMD) Local Business Enterprise (LBE) Participation Goal for the contract is 5% of the total value of the goods and/or services to be provided.
