The objective of the project is to install pump on barges, pipelines, electrical control building, and associated components in Sunol. The work is to be performed in Alameda County, California. The Engineer's estimate is $22,000,000.00. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid.
SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information.
A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. Portions of the Work related to the installation of security systems are required to be performed by a Lenel Value Added Reseller (VAR).
There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 14.00%. Both San Francisco Small & Micro-LBEs and SFPUC-LBEs (Firms certified by SF Contract Monitoring Division) can be utilized to meet this requirement. The LBE subcontractor participation requirement for this Contract is 14.00% as a large portion of the work on this contract involves highly specialized equipment that needs to be purchased and installed. Subcontracting opportunities may include, but not limited, to the following major types of work: earthwork, paving, trucking and hauling, pipeline construction, pipeline appurtenances, drilling, concrete work, reinforcing steel, paving, landscaping, electrical, mechanical, fencing, carpentry. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.
Interested Bidders are encouraged to attend by remote means a teleconference pre-bid and contractor networking conference to be held on 1/5/21 at 10:00 A.M. To participate by phone, dial +1.408.317.9253 and enter the meeting ID followed by the # key. Attendance of remote attendees will be completed at the end of the pre-bid meeting. Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. The City will hold an optional site visit on 1/5/2021 at 1:00 P.M. if requested by Bidders. To attend the site visit, Bidders shall email Derek K. Wong, dkwong@sfwater.org with the name of each individual attendee no later than 4:00 P.M. on 12/31/2020. For social distancing reasons, site visit maybe be limited to ten individuals. All attendees will be subjected to an onsite health screening and required to supply their own construction safety as well as COVID19 personal protection equipment.
