Project Description
The objective of the project is to provide redundant effluent pumping capacity at North Shore Pump Station (NSS) during wet weather. This project will replace existing four (4) dry weather pumps with larger capacity units so that they are capable of pumping redundant capacity during wet weather. The project also includes upgrades to the motor control centers (MCCs) and distributed control system (DCS). In addition, HVAC, Mechanical, Electrical, and Architectural work is included for the DCS Server Room, Building 930 of the Southeast Water Pollution Control Plant. The implementation of this project will ensure reliable and efficient operation in keeping with the LOS and maintain regulatory compliance. The work is to be performed in San Francisco, California.

This Contract requires Bidder to successfully complete a pre-qualification process issued by the SFPUC prior to submitting a bid. SFPUC will only consider bids from Contractors who have successfully completed the prequalification process for the applicable category of work, as posted at https://sfwater.org/bids/bidList.aspx?bidtype=1. The applicable pre-qualification category for this Contract is RFQ for Selected Wastewater Pump Stations, WW-645R & WW-685R. A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.

There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 11.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 11.00% LBE Subcontracting Participation Requirement. The 11% requirement was established in consideration of the majority scope of work comprised of custom and specially manufactured items. Subcontracting opportunities may include, but not limited, to the following major types of work: structural steel, structural concrete, elevator service, roofing, fire protection, indoor architectural, plumbing, painting, earthwork, sewer utilities, electrical, instrumentation and controls. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.

Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in a teleconference pre-bid meeting will satisfy this requirement.

The site inspection job walk will be held for interested parties and are instructed to gather at Northshore Pump Station at 120 Bay Street entrance gate, at 9:00 AM on Wednesday, October 21, 2020. Immediately following the Northshore Pump Station job walk, instruction will be provided for Southeast Plant job walk. It is requested interested parties consider limiting participation of internal spaces of the pump station to ensure safe distancing practices. Interested parties are required to provide their own Personal Protective Equipment (PPE), including hard hat, safety vest, appropriate footwear for an industrial setting, dust mask or cloth facial covering and latex or rubber gloves. Interested parties will be pre-screened at the meeting location for flu-like symptoms, prior to escorted admittance to the facilities by the City Representative.
