Project Description
The San Francisco Public Utilities Commission (“SFPUC”) is issuing this Request for Qualifications (“RFQ”) in search of candidates with the qualifications specified in this RFQ to be qualified to respond to the forthcoming request for bids to construct and perform general engineering work to selected wastewater pump stations; including the Westside Pump Station Reliability Improvements and/or North Shore Pump Station Wet Weather Improvements (“Project” or “Projects”).

Through this RFQ process, the SFPUC seeks to Qualify prospective bidding Contractors with demonstrated minimum required experience and technical qualifications in performing complex general engineering industrial facilities work. Whether a prospective Contractor has such qualifications will be determined through the evaluation process described in this RFQ. Contractors chosen through this process will be “Qualified Contractors” and will be notified of their eligibility to submit bids for construction services associated with the listed projects. Candidates responding to this RFQ do so with the understanding that the SFPUC does not guarantee the award of any contract or work as a result of qualification.

Westside Pump Station (WSS)For WSS, the SFPUC is proposing the WW-645R Westside Pump Station Reliability Improvements contract to improve reliability of the pump station by providing back-up electrical power, back-up and/or replacement mechanical equipment and ventilation improvements. The Westside Pump Station, located at the southeast corner of Sloat Boulevard and the Great Highway, receives dry weather (DW) and wet weather (WW) flow from the western side of San Francisco by means of several transport / storage structures via gravity. The flow is then screened and pumped to the Oceanside Water Pollution Control Plant (OSP) for treatment or the flow is decanted, screened and pumped to the Southeast Ocean Outfall (SWOO) during the wet weather season. 

North Shore Pump Station (NSS)For NSS, the SFPUC is proposing the WW-685R North Shore Pump Station Wet Weather Improvements contract to provide an increased capacity of the DW pumps and an increased capacity dry DW/WW crossover pipe capable of pumping 75 million gallons per day (MGD) and matching 50% of the current capacity of the existing North Shore Pump Station (NSS) wet weather system. The NSS, located at the corner of North Point St. and Kearny St., is a key component of the SFPUC’s combined sewer system (CSS). The NSS hosts two sets of pumps utilized for DW and WW pumping—four (4) DW pumps and two (2) WW pumps. DW flows are pumped to the Channel Transport/Storage Box (CHT) via the North Shore Force Main (NSFM), and the WW flows are pumped to the North Point Wet Weather Facility (NPF). The existing NSS has three separate flow channels—two used during DW and a WW channel activated only during WW storm events.
