The San Francisco Public Utilities Commission (“SFPUC”) is issuing this Request for Qualifications (“RFQ”) in search of candidates with the qualifications specified in this RFQ to be qualified to respond to the forthcoming Request for Bids (“RFB”) to construct the Southeast Water Pollution Control Plant (“SEP”) Power Feed and Primary Switchgear Upgrades Project (“Project”). A “Candidate” is any entity responding to this RFQ.
SFPUC intends the SEP Power Feed and Primary Switchgear Upgrades project to address the deficiency of the existing medium voltage power distribution system, obtain a second redundant power feed from the power provider to meet Sewer System Improvement Program ("SSIP") level-of-service ("LOS") requirements and construct a new main switchgear and sub-structures sized to provide adequate power to new facilities in construction under SSIP as well as redundant electric services to the nearby pump stations.
The SFPUC seeks to qualify contractors with demonstrated experience and qualifications in furnishing, installing, and upgrading a medium voltage power system, 12 KV switchgear and unit substations. SFPUC will determine whether a Candidate has such qualifications through the evaluation process described in this RFQ. Candidates chosen through this process will be “Qualified Contractors.” SPFUC will notify Qualified Contractors of their eligibility to submit bids for construction services associated with the project. Candidates responding to this RFQ do so with the understanding that the SFPUC does not guarantee the award of any contract or work as a result of qualification.
