The San Francisco Public Utilities Commission seeks Third-Party Administrators (TPAs) for construction projects covered by the Uniform Substance Abuse Prevention Policy included in its Water System Improvement Program Project Labor Agreement (WSIPLA). The scope of services is to provide all of the services necessary to conduct the Substance Abuse Policy described in The WSIPLA.

On January 12, 2009, the San Francisco Public Utilities Commission (SFPUC) initiated an application process to establish a panel of pre-qualified Third-Party Administrators . The purpose of this notice is to re-open the application process and allow for continuous qualification of Candidates for placement on the TPA panel as work on the Water System Improvement Program (WSIP) progresses.

September 29, 2011: A revised notice has been posted in order to extend the application process through September of 2013 and allow for continuous qualification of Candidates for placement on the TPA Panel.
